I can't see any of your problems with the bank. Sure, it might be useless because of the whole 0% interest, but hey, who said you need to use the bank? Although I agree with it being a little stupid with not getting interest although there is a bank, if you got enough money you could get a reg key a week, which puts the whole 'BUY TORIBASH' thing to moot.
Seeing as basically this is a suggestion thread anyway now, how about having the reg keys set up so only certain people can buy them with toricredits, or have to appeal to Hampa first? Then it would solve both issues (although knowing me there is something I'm missing which would screw this up).
