Make Header Texturable on Newmenu

You should be able to retexture this header in the newmenu like you can the logo in the newmenu and like you can both in the oldmenu.

Looks like it wasn't being displayed because of a bug, not because it wasn't a feature.
Should work after the next update on Steam.
