I dont think it will be removed, maybe from a few boards, but not from all of them.

It pretty much disables spamming, so its pretty useful.

Email verification requirement would be the best bet to solving this problem.

Also putting a cap on the number of signups you could use with that certain email. Somewhere around 2 and 3 accounts per email would be better.
