The burqa should be banned in places only where it would be a hazard to the wearer and people around; i.e., in a McDonalds, where the long garment could snag on a fat fryer and easily splash on other workers, or in a factory environment, where it could easily be caught in machinery. The workplace should be a religion-free environment anyway, so that's the only place I could think of where it would actually be necessary to ban them.
What about places like department stores or banks? If I was a worker there I would be unnerved to see someone whose whole upper body is concealed walking in. It would render them immune to security camera tapes should they commit a crime and escape. Hell, you can't even tell if it's a woman under there or a man, making identifying them that much more difficult.
