Mini - It doesn't have to be made in Illustrator to be a vector. A vector is more or less taking a face, or in this case making a face, out of hard-color pieces, both light and dark, to create a cartoon-y looking and accurate face.
Varkenross - Very nice upload you have here. I have no reason to doubt you made this from scratch, but I have no reason to believe it either. Even if it wasn't by scratch, which it may have been, it is a very nice vector image. Nothing wrong with it, other than it seems..'incomplete'. Maybe you should consider doing the rest of the face, and with color? For now, it's a solid 8.5/10 from me. Good work.

that isn't what a vector is man
you need to understand that yes, it doesn't have to be made in illustrator to be vector, but a vector image isn't made of pixels.
its made of mathematical equations using a tool suchas the pen tool which creates "bezier curves" which are made using math
the thing with vectors is they can be resized by any amount and still remain crisp, because of the fact that they are mathematical formulas. don't go around sporting that definition because "vector" is not an art style, though because of its crispness it can sometimes refer to a cartoon-y style of art, though that doesn't make it vector.
