Gimp
- Free and easy.
Paint.net
- Free and easy, tough not so good results.
Photoshop (CS5)
- Not free, huge price, tough it's for the most professional art designs. (hard to use)

Adobe Illustrator is the best for that if you can obtain it and learn it.
Photoshop is also good, but most beginning texturers use Gimp.

If you have no experience with textures, I actually reccomend Paint.net. Its really easy. Its basically MS Paint, with more tools. GIMP is better in the long run, but you should practice with Paint.net in my opinion.
