Your PC most likely can't handle shaders.

If you're trying to load custom shaders, make sure you type .inc after the file name. For example /lws inverted.inc

Check here for info on graphics cards you should get.

Also, Intel graphics cards have some problems with Toribash, so it's recommended you use Nvidia or ATI/AMD.

And in-case you're just dying to get shaders, here's a fake version of shaders that should work on your computer.

He's loading a shader. Which needs shaders need to be on. So on and so forth. Just go into options and click shaders, sshould work then.
