It depends on how high-end your graphics card is, mine card does not support them, but the idea for it is, so that if you make art, and such or just want to show off at 60 fps then it's your choice, then turn it on, but if playing the game like I do, then the fps will be very low. Shaders do take time to load, it's just how it is.

Fps, with shaders is determined by, how much graphics memory you have, what shaders level it it, hopefully 4.0+ and how powerful the GPU is. Hope this helps in working with this topic.

Do you have your frame rate set to 60 at options? It really helps to increase your fps. I went from 25 fps to 61 fps.

Which also drains a lot more GPU and CPU power, but makes the game run smoother. It really is your performance choice.
Shaders look cool. They help in SP replay making too, the reflections tell the distance from the ground more accurate, and I don't like it when the Forces/Relaxes are cubes. Shaders are better, but my computer isn't enough good to run them properly.
