The only place in the near-past where that was possible was at Fee and Crux's QI and forum subscription shop.
It is closed now and there is no place you can do this.
As for paying other admins or whatnot to get QI, it may of happened in the past(not that I'm aware of however) but I would suggest not to pester them about it, and given your TC amount it would be easier for everyone(that includes you) if you just bought it with USD from the torishop.
