We don't generally hunt down account traders. It's a huge expenditure of resources with very little actual point.

It's just that the ones that we banned account trading for in the first place tend to make themselves so obvious that it'd be ridiculous not to ban them.

This doesn't mean you should do trade accounts, since that sort of behavior also tends to be related to other rather undesirable behavior.

Is it not a given that ishi is allowed to speak on behalf of the staff?

It's just annoying to think that if I wanted to buy an account even if we were fine with it some mod could show up and ban us even if no one complained.

Seeing as he's not currently staff, no, not necessarily.

You're not allowed to, by the Steam terms of service, to sell the account. It's a legality sort of thing.

The user-user account transaction is not allowed. If that's an issue, then don't do it. That's what's expected of it not being allowed. This should not be an issue. Assuming that the account is only relevant to the two users attempting to trade it is incorrect. For various purposes, mostly for ease of moderation (avoiding having to deal with scams, being able to just ban every account connected to an account without having to worry about legitimate users after severe behavior, similar), we expect that accounts belong to one person. Thus, by disallowing the opposite, we can treat it as though it is the case because if it isn't that itself is against the rules.
