I have a question about recruitment.

Is it +3 yeses to get in and +3 nos to get denied? Or is it just 3 yeses or 3 nos?

That may be a bit confusing. Okay, so if someone got 1 no, and 3 yeses, would he be accepted? Or would he have to get one more yes to cancel out the no?

He would be accepted. It is whatever they get first. They can have 2 no's and 3 yes's and be accepted, or 3 yes's and 0 no's and they'll still be accepted. It's not like if they get 2 no's they need 5 yes's to be accepted.
