I'm not sure which one is right, but if a mod is telling someone to do it, you should probably do it.

Well, i think they have just missed it in that rules thread? but as you see, he told him to add tag, then you should do it too irrita...
also, you can pm some mod about that i think, maybe they change that line of rule.
