You can't use a link to your local machine, it has to be a WWW link

the browser doesn't know where does he have to search, since it's not a www link. You should upload this picture on imgur.com, get the .jpg link link and it'd work.

If you're trying to set your Avater, go to

Quick links > Edit options > Edit avatar (under setting and options tab)

Click on "Choose file" button, select the picture from your computer.

Make sure "Use custom avatar" is selected.

Click "Save Changes" and you're done.
