I'm going to assume you have Vista since you have OneCare.
Open the main Windows Live OneCare window and select "Change settings" at the far left. From there you can disable your firewall.
If you want to keep Firewall on then click on "Configure firewall" and then "Advanced Settings" in that window.
It'll show all executable files there and whether or not they're allowed or blocked.

When i changed to vista my fire wall started blocking me. took me ages to work it out and fix it
