Gj, you can use filters.
Needs more skill, like manually applied effects and actual editing, not just a filter overlay.

Actually the only filters i used was clouds.tbm or something like that. The rest was my own line manipulation script and color editing....please dont post that if you have no clue what I did.

clouds.tbm is a mod.
As far as I know that's a neon filter right there. What program did you make it with anyhow?

Well alot of filters don't make an image real art....4/10...for nothing,i see : neon,embross,saturation thing,negative...

I can see a large amount of edge-detect there. Also, the invert tool looks overly used.

Many people have tried to say they've chalked it while they're just using the edge-detect. Work more, dude.

oh okay well neon i used as a filter to but seriously edge detecting stuff..i dont do that...some were my custom line drawing on the edges.but the clouds thing I didn't know what its called but I did use that and neon...but edge detection...nope.
