I noticed that when I save replays in game I cannot find them in the replays folder and I think I know why now.

I tried saving a shader and Iwent to save it and it said I don't have permission to save in the toribash folder, please contact an admin, although I am the Administrator.

Are you running Vista?
I assume you are.

Run Vista as a a admin.
Then try again.

Yeah, I'm using vista, but I don't understand what your saying. I'm on my administrator account, and it's not working.

Hmm, Try re-installing Toribash, But put it in your documents folder.
That way, you can edit the files.
(Sorry, I don't use vista, taking wild guesses)

Try creating another admin account and saving the file with that.

Found the fix.
In Vista, you must first save anything to either your desktop or one of your personal user folders, then you can move it to inside the Program Files folder location. Is is part of Vista's security to prevent anything from getting at your system files easily.
