The main concern should be preserving the world's rainforests. Not only do trees absorb carbon dioxide and pump out oxygen, they also allow rain clouds to form a lot more quickly, due the the massive amounts of bacteria they send into the sky. More forest = more rain and less carbon.
Animal instincts would tell them to get the fuck out of there once it's 2 degrees more or less, Polar bear population has actually increased since "An inconvenient truth". That's what we should be worried about, If we had less polar bears there would be an overpopulation of fish, which causes a lack of krill, which then if there is no krill, the fish can't eat, if the fish can't eat, they die, which means that the rest of the polar bears die, because they have nothing to eat, along with seals, and birds. Therefore, there is no global warming, we have no problem.

Stop power usage
Why you cant do that, first the obvious idea is energy consumes atleast 50% of our daily lives.And, whether you do not use power usage at all or less, energy bills still demand money at least $10+ (greedy bastards).
Install solar panels(Thats its name right)
Well they cost a crap load, but do save a fair amount of energy. For the president he/she should invest money on the researches of solar energy to improve solar panels. For now its very deficient since it may only save a life or 2 within around 1-3 years... sad isn't it
Use less personal transport and replace with public(If your country doesn't have any, im sorry)
Well ain't this a time waster and a weighty stress, first you'd probably have to wake up very early (can effect your energy) to get to the scheduled bus or train (if not well bravo, luck is on your side in this case).
And so because of the less amount of sleep you will become pretty stressed out, unless you can resist that, then crap you are the greatest guy on earth, too bad the world ain't doing the same(meaning your efforts are so below the point in zero[0.] that its basically useless).

If they(High officials) do not realize this problem needs to be fixed before it becomes worse, then let us all curse them in heaven or hell. Or haunt them if they manage to live.

But many fish are actually being killed and sold
Since i believe 1970 mass fishing was introduced and ever since, fishes like salmon, snappers, cods(not sure if thats the right name) are decreasing strongly
Polar bears are actually dying, they cannot swim in the sea obviously and because their land (thick ice bergs) are being split and melted they dont manage to off-spring and they will starve if they find land that is probably broken up.
But your part of Animal instincts is true, unless they have no place to live
