I've seen private server-style rooms done before, dunno how well one like you're describing would go together due to the way tb connects to the lobby server.
Eh, it's possible, just no real point.
If you want unlimited tc, buy some from nabi or edit your item.dat to display the character you want on your end.
If you want to change server side values that affect the way the game is played, you're pretty much out of luck, sorry.

Avwave has a great point, lan-compatibility would be a major pro for the p-server argument.
