Arms need to move smoothly without flailing, so just holding them won't help, but only relaxing looks stupid too. As Marco said, seek the balance. It's generally mre realstic to have them move with the rest of the body. Also, a fully extended or contracted joint doesn't look realistic. So keep them slightly bend for realism when you don't need them.

ok, but when do i use them? i usually swing them around to get enough balance to bring my legs around and stand up.
