Hey it's a dragon! Isn't it? I can see the head. You can get splatter brushes in deviant art and places like that.

I'm not a fan of those types of borders. And you didn't use the scanlines very well, it looks like the dragon is just pixellated. Also the tips of the wings are pixellated as well.

Probably 6/10, I know you can do better.
