The difference is so big from Oblivion that I thought it wasn't the gameplay at all

Back to that scene with the staff+sword.. Look at the floor to the right of the PC.. I see beautiful looking bubbly brook underfuckinground! Maybe water doesn't look so awful at all? I think it's just rapids.
