Exactly what slybash said its about quality not quantity. Dont just accept any member who gives a decent application. Only accept people that everyone agrees on. That way there is no controversy.

Just because you get rejected doesn't mean your getting judged. If someone says no to you don't get upset its usually nothing personal unless someone says other wise.
