Because there's room for misuse and possible aggravation. A woman who wants to play a cruel prank can seduce a man, but use one of them (according to my sister's friends, they're called "rape condoms" but go figure) and cause serious pain and problems for the male, as they're only surgically removable without totally fucking up your dick.
In addition, during a gangrape, said device would get removed after the first case of penetration, as the device latches on to the person's genitalia. This leaves a group of angrier men than before, which could result in a more violent reaction. Rape isn't entirely about the sexual aspect of it, but about the power assertion. By thwarting the penetration, you just set yourself up for an angry beating from the perpetrator.
And the only way these devices are useful is if a woman can get them without question. See reason one for why that's an issue. It'd be pretty weird for a woman to go up to somebody and say "I think somebody is going to try to rape me in the next 24 hours, so can I please have the equivalent of a bear trap to stick into my vagina?" Exaggeration aside, there's too much hassle and problems that arise from them.
A better solution would be to stop the perpetrators from becoming rapists through national education (sex ed classes yo), as preventative measures work better than reactive measures by a long shot.

If a woman wants to play a "cruel prank" then obviously she is ignoring the law in the first place. Why would a law stop someone who is ignoring the law?

There aren't laws in place that govern their use right now. Technically, at best the individual can press assault charges, but then the woman has the defense of saying that she was being raped, as it's a rape-deterrent device. Then it's a he-said-she-said argument, and most courts are notorious at siding with female plaintiffs if the rape card is called.
Hence why I'm against such devices, as valid usage of them isn't guaranteed to stop the assault, and improper usage of them is almost impossible to prevent.

If anything, laws regarding rape need to be more lenient. I cannot tell you how many times I've heard the story of a dumb, jealous bitch falsely accusing someone for rape because they did not get her the present she wanted for christmas/etc.
It has to be based on evidence, not accusation and accusation alone. There have to be reforms to the way with which it is dealt, along with the consequences for it. It is clearly gender biased, as are many of the other forms of gender vs. gender disputes in courts. Divorce, for instance, is EXTREMELY nice to the female, which entirely devalues the idea of equality, and rather, promotes superiority.
I whole heartedly want equality. Feminist(well, more like durrhurr we have tits and vaginas and are superior) views are absolutely dumbfounding in their stupidity, and if you subscribe to them, I will automatically view you as a less than rational individual, and you will indeed automatically piss me the fuck off.
If it can be proven beyond a reasonable doubt that an incident is rape, and not a plot by a malevolent bitch, punish them, if not, punish the accuser. This will discourage people from making false accusations, and albeit it might scare away actual victims, it will completely get rid of the case of the innocent getting their lives literally broken to pieces because some stupid bitch falsely accuses them for rape. I'd rather the innocent go unpunished, rather than risking the opposite.
The definition of rape should also be revised, as, frankly, the same rule doesn't apply to both genders.
If a girl says stop and you don't, in the US, it is considered rape. However, if a guy says stop to the girl and she does not, it goes unpunished. I know what you're thinking, "how retarded is that guy, he's getting laid", but, it is the same exact rule, and it is supposed to apply to both genders.
