Typically it is. But not always. Amongst highly skilled judo players it is skill based, it's just a game of chance between people that aren't good at it.
If Judo were luck you would never see someone winning ten rounds in a row because the odds would be 1024:1. However I have seen this happen often.
Therefore Judo is not luck.
