I know the reason. Check the clan council part.
They said even though the clan is good , you only have small chance to get official.
Basically it a luck to get official.

Btw i was sayin if we cant make an art thread we just recruit an artist and he make a thread for him self so he take the quarter of tc and will give the clan the other tc's wat u sayin guys?
