I'm sure if you cut off your arm, you'd also have less of a chance of catching cancer in that arm - Of course you're lowering your risk of getting infections because you're cutting off parts of your penis. As for cleaning, I'm pretty sure we can all take a few minutes to rub under there when we shower.
Also, are you implying that there's not a STD risk anytime you have sex with a partner multiple times, circumcised or not?

They also have to use lube if they're not already juiced up down there, the foreskin acts as a natural lubricant during sexual intercourse.
