Look, I understand that you have pure intentions here. But the fact is you are missing the point. I am offended by this, because it is wrong.

The type of outlook you are suggesting is naive.

If the cartoonist had meant for this to be seen the way you are suggesting, he could have taken steps to be sure it was not misinterpreted. He could have put a sign around the monkeys neck that said "congress: or he could have given one of the officers are bit of shade (but oh noes! that would be racist to acknowledge that there are black people!).
