I have many ideas,

1. Start a thread where all members mustpost weekly or monthly
2. Only recruit people with over 500 posts
3. Person is on the noobie recruit list until active for a month
4. Ask a new recruit about new threads to see if theyre active enough to know (doesnt even have to be new
5. To get more active members make a clan design event with prizes (donations) and see if anyone asks to join
