I think it is not easy to find people like that, most people will probably be able to solve the problem but he wasn't very active, there are even people who may not be able to solve the problem but he was very good at speaking english.I always meet people like that in this game , and make Application for Co-leader is a good idea ,most likely the person who wants to be a co-leader should be responsible for his application . .
