To answer your questions:
1) Yes you do have to be boosting or purchasing creds in March to receive these.
2) Yes Dentian, those at the Booster 1000 and 250k Credits mark will receive flames. But there is NO VOID for the Booster 1000 level.
Also, doing and update now so look out for your items if you've PM'ed redeembot
