Yea, I really don't like that rule because it turns out that most people with low post count and little forum experience are usually very inactive.

Yes, most of the time.
Unfortunately they've been having some trouble with spam due to clans telling them to 'go and get more posts before applying'

That's why it's always important to tell a person that when they go get their post count up, not to spam.
Also, doesn't our app requirment list say that the people applying should have around 30+ posts?
