it gives vision and slows the nearest 2 enemy champs... good for initiating (if played on a tank and you can hit their back liners with it) or chasing (aka an assassin like fizz). Also i think it gives a bit of MR, could be wrong though.

I'd still get it for the magic pen as a haunting guise, then upgrade later into the game where some champs might survive the initial burst. Plus the health isn't a bad bonus either.
