how would one go about getting such a cartridge, if it were to be put on one?

GBA Flash Catridge and some software to transfer the rom onto said device.

we aren't selling it, that would be illegal. If you want a free copy of the ROM, well that takes a good friendship not a wallet. however everyone has there price is true in this case so maybe if you paid for a trip to japan I'd reconsider :P
