Maybe the ranks part of the government thing could rely on the player himself, but not necessarily his fighting but his ideas and suggestions.
For the rules, you could say you are gonna higher the expectations because this clan is going to go official soon so all that is left are that clan wars and that is where the fighting kicks in but also be better because we will have better players due to the expectations.
In my opinion it all comes together so please consider this form of government(you name it).
