The 14th skull is just a second "blind" skull that bungie put on the level "Cortana". If you hadn't gotten the skull on the first level, this has the same effect.

The 8th terminal does exist and it has a reference to the Halo book "The Fall of Reach."

Smokie and i are gonna get the rest of the skulls today, we only have 5 atm, and then were goin for the terminals....

Got all the skulls. Couldn't find the one terminal on Halo. lol
