Are we allowed to deny a clan their unofficial toriclan on the sole reason that they don't seem like they're going to take it seriously or that they're too retarded to run a clan?
Or that they've put no effort whatsoever into it?

In exceptional cases, you could send their TC back and tell them what needs to be done with their clan to make it acceptable.
