I think Rutten deserves it. He is older and has his life sorted. he can't be banned from the computer or grounded. He is less likely to fuck around with his powers unless it's super funny and is more likely to keep order within the clan and properly use his authority. Sexywittsy, you are the same age as my sister and I know a lot of the guys in her year at school, all of which are not fit to be in control of the TV remote let alone a clan, not to say that you are like them but the stereotype still applies to some degree in my book.
Rutten is in the same timezone as Andy, Billy and I as well as some of the other clan members which makes it easy to contact him. He is sensible and is more inclined to see reason and make intelligent decisions based on overall education, experience and just general knowledge,
