This thread already contributes to spam because most the people posting here can't take a real problem seriously, which is rather ironic.

Actions that should be taken;
All spam threads closed
Create anti-spam measures
Warn all members of spam rules
Enforce spam rules

Etc
Just a suggestion

These would be effective suggestions, but I think they wont be implanted, like right now.
This was just like a "first warning" like a BAM! KPOW! *comics sound*. To make people see what was happening.
And this already made its objective.

Next step is giving a way in the spam with strong rules, like your suggestions. But it wont happen if people really dont want them. Especially the leaders.
