hmm, try it with a darker face, and make the blur go downwards

awesome, make sure to set the noise to monochrome, otherwise you get coloured lines on it and it doesnt turn out too well

just found a new technique called scan lines

example:

without

with thick scan lines

with thin scan lines

pretty cool eh? i didnt cut off the corners properly on those xD but you get the idea, make a nice brush stroke feel

sometimes it looks better just to put the scan line behind the tori

how to do it:

make a new document (1x2 for small lines, 2x4 for big lines)
shade in the top half of the document in black
ctrl + A to select all
goto edit/define new pattern

now

goto the picture you want them on
make a newlayer, above where you want them to show, below the layers you want to not show the lines
goto edit-fill
click pattern
then click the pattern you've just made
set the layer to overlay/soft light, depends on how you want them to show, then if they seem to harsh, lower the lay opacity

and your done

hope this helps

Thanks man, but I already knew how to do that xD

See the face I made that is pure scanlines? Yeah, I can't manage to make it so on a full image the scanlines only go on the face.
thats simple, select the magic wand tool, click face, it will select all that isnt transparent, then do the fill, it will only fill the selected areas

Also, to get that "rain" effect you can make a new layer, make it white. Go to filters>artistic>gimpressionist and then choose ball park. Mess around with the options until you get spheres covering the page. Set mode to overlay. Voila.

you wont get the same feel, because if you duplicated the layer and add 30% noise, there is still bits of the image there, so you have some of the colour to blur...

overlay is not good, it gives the image a dark and evil feel, which isnt good in this case, i prefer soft light

I don't have gimpressionist, I'm running on CS3.
