I suggest to regulate sales with strict rules, not just with suspending em. How about:

Codes can be sold only when you have already purchased them via mobile, so after a buyer sends tc, you have to send codes asap (within 12 hours for example). Otherwise - Ban.

And how do you propose that we regulate that, except by continuing to investigate scam reports on a case-by-case basis?

We just sent out 1.7 million and refunds and confiscated approximately the equivalent in items.
That's from a single user.
Imagine the administrative workload that more scams would pose. I don't know about you, but I'd prefer to use my moderation time to accomplish other things.

For one, I'm pretty sure that's how it already works. Secondly, I fail to see how that's relevant. People would still scam.

The main answer that you all aren't getting is its suspended until it can be fixed, it isn't right for them to let people scam so in suspending the Instaboost they at least stop scams for a little while longer until they figure out what can really fix this problem.
