Have you tried in freeplay mode? If you have you should get a popup screen with sliders to change the flame. Then it should take you to the torishop with the price to create it.

What would i have to do if it DOESN'T bring me to the torishop? I don't think it's my computer, and nothing has ever worked incorrectly with TB before...

The reason why it costs is because people have figured out how to use it, and use it well. It's the difference between you using MSPaint to make a head texture versus you paying for someone elses art.

Ctrl+L in game brings up the forge menu. Clicking create after you have edited the settings will bring you to price preview webpage in your web browser. Clicking create again will purchase the flame.
