That means the Toribash servers are busy/full. And they're already running on overdrive, so this problem can occur often. It could also be the Toribash version. Make sure you're running 3.8 or above.

As aslask said, the server list is full, so you cant make new servers.

In this case all you can do is wait for someone to delete a server or join some other server.
