Make sure it's not compressed in anyway, then name it head.tga and upload it.

Your head texture was saved as black/white.
Currently a texture must be saved in RGB (color) mode for it to be displayed.
This was also explained in the Game FAQ - an item bought doesn't appear in game (Section 2.1)
