It's probably just like:

-You pay the 10k per ticket.
-Your name gets put on a list for the ticket buyers.
-Script to randomly choose one name from the list.

So no, you can't transfer them. Then people would just be on alts sending themselves tickets.

The 200qi limit is there to stop alt buying, in any case if you buy on an alt the prize will be sent to that alt, being high qi you probably won't be able to transfer it.
