I would have expected chozo, or fee to be promoted.

Clans needed more support, Fish is the best suited staff member for the role as he has a large amount of experience in this area. He also runs Unibash and is awesome enough to receive it.

Clans need more support? Is delaid asleep/dead? Hamr has much more experience with clans than fish does, and he has been admin before, and he has done the job well before. It seems like a rather shaky approach to a problem of inactivity and lack of proper support to put someone who is used to doing what other people tell him to in a job where he needs to personally make decisions. That is, unless someone is moderating what he does, of course.

Also, I have a certain disdain for unibash's existence.

Fee and Gum are quite excellent at their jobs. I think they deserve more credit then they're given.

Hamr was recently removed from the staff for inactivity, if he had shown interest in re-joining perhaps he would have been considered as a possible candidate.

In my opinion the best way to fill a position is to promote someone directly below it who does a good job, they have worked it and know what they are doing and have shown the capability to pick up needed skills. Fish will handle it just fine and will adjust to make the decisions (which are few within his role, the council does most of it) by himself. Also yes, all staff members are moderated so to speak even at the top level, although this would mostly be done by the other admins/ninjas as a whole.
