well its pretty much a school notebook.in my country they give out notebook to 11 year old and they are pretty custom body build but iam pretty sure its the same as a hp notebook.

Well that's not gonna be enough for me to help you out, most likely your integrated graphics chip doesn't support Shaders 2.0, I haven't checked, but Gta Sa, Gmod etc might not use Shaders 2.0.
Can you use shaders on toribash?

It would be more helpful if you could post your notebook's info (graphic card,chipset,etc).

To find your specs
I. Right click on "my computer">properties (there's some for you right there).
1.Click on the "hardware" tab.
2.Click on "device manager" (more info
II.Or: Start>All programs> Accessories> system tools> system information. (This might be all you need right here)
III
Type DxDiag in the Search Bar to see you specs
Then Check if your pc can run/handle DMC3
If it can't Upgrade your Computer
(which would cost you alot of money)
