It's not against the rules, unless there's an OP that says otherwise (like in Betting, sometimes they warn you in the chat-box that Shoveling isn't allowed in that particular lobby).

So no, it's not officially against the rules, but it is mighty nooby.

some tournaments may set rule that dont allow shovel but i think you can just do what move you like
