I believe the qi restriction is only for the first buyer unless boxed in a set, even than it may be only for the first buyer.

You bought a no QI pure relax from the market.

Now that you bought it, the pure relax requires its original amount of QI to be transferred.

It's only no QI for you, not anyone else.

If you want to sell it to anyone else, they will have to have 10,000 QI or above.
