Initially, I look at post count to see who's actually active or has the drive to be active within the clan. Afterwards, post count becomes rather unimportant in comparison with enthusiasm, creativity, and general camaraderie. I'm likely going to change the requirements to apply to [elite], and afterwards I will clarify what it takes to rise in ranks (as well as decide exactly what ranks I want in the clan).
