I'll try to remain level-headed, because you put your post together well.
1. I sincerely doubt, until everyone has a computer which supports shader model 2.0, or until Nabi writes 1.1 compatible shader, that we all will run shaders. This is something we are going to have to live with.
2. Shaders, and graphics are inherently complex and take a lot of processing power to render, and while a great deal of optimization can be done, due to the performance and relative simplicity of toribash's graphics at the moment, I doubt much more can be done in the case of toribash.
3. The major two graphics libraries at the moment are DirectX, and OpenGL, of these, only OpenGL is cross platform, and switching to DirectX would exclude a portion of the community, which would mean less customers for Nabi.
4. My reccomendation to you, is to save until you can buy a decent graphics card. A $160 geforce 8600 , which according to the minimum specs, should be more than enough to run shaders at 30-40 fps depending on other parts of your computer.
